Introducción al curso

Un sistema farmacéutico que funcione es esencial para facilitar el acceso a productos médicos esenciales de uso adecuado y de calidad garantizada, incluidos el almacenamiento y la distribución de vacunas. Es un elemento fundamental para los sistemas de salud, un prerrequisito para la cobertura sanitaria universal y "un poderoso medio para promover la equidad sanitaria".

La garantía de calidad de los productos médicos es una parte esencial de toda la cadena de suministro, desde los productores de principios activos hasta el personal de los centros sanitarios que prepara las recetas. En casi todos los niveles de la cadena de suministro se definen y aplican normas nacionales e internacionales de garantía de calidad farmacéutica. Las autoridades nacionales de reglamentación (ANR) son, entre otras cosas, responsables de que esas normas se adopten y apliquen. Es su prerrogativa autorizar e inspeccionar todas las organizaciones farmacéuticas.

No todas las ANR están familiarizadas con las normas actualizadas de la OMS sobre buenas prácticas de almacenamiento y distribución (BPAD). No siempre están familiarizados con la forma de realizar una inspección o de evaluar el plan de acciones correctivas y preventivas (CAPA) de una organización. Un mayor conocimiento y capacidad de inspección de las ANR aumentaría el número de pacientes que tienen acceso a medicamentos de calidad, incluidas las vacunas.

Objetivo del curso

El objetivo de esta capacitación es dotar al personal de las ANR de los conocimientos necesarios para llevar a cabo las inspecciones BPAD de los mayoristas y distribuidores. El curso se basará en las normas de la OMS y abarcará todos los productos médicos. Se prestará especial atención a la gestión de las vacunas en la cadena de suministro, en particular las vacunas COVID-19.

Objetivos de aprendizaje

Los principales objetivos del curso son:

  • aprender y apreciar las normas y requisitos BPAD
  • desarrollar las habilidades de inspección BPAD
  • aplicar los conocimientos de inspección BPAD en casos prácticos

Público objetivo

El grupo destinatario del curso es el personal de las autoridades reguladoras nacionales u organismos equivalentes, concretamente el personal que ya realiza inspecciones o que puede realizarlas en el futuro.

Estrategias de aprendizaje

El curso se imparte en la plataforma educativa virtual de la OPS/OMS, el Campus Virtual de Salud Pública (VCPH). El curso incorpora principios de aprendizaje auténtico y promueve un entorno de aprendizaje colaborativo que fomentará el intercambio de recursos y ayudará a establecer una "comunidad de práctica" entre los participantes. El tutor del curso será un experto en auditoría y formación BPAD, y contará con el apoyo de un coordinador académico.

El curso consta de módulos interactivos que incorporarán presentaciones de vídeo pregrabadas, lecturas, actividades, pruebas, guías y herramientas. Incluirá la participación semanal en foros de debate, breves tareas individuales y sesiones de vídeo Zoom interactivas facilitadas por el tutor del curso, todas ellas basadas en escenarios prácticos encontrados en las inspecciones de BPAD. Lo trabajo final consistirá en un estudio de caso auténticamente construido. Se requerirá la realización de un test de evaluación antes y después del curso al principio y al final del mismo.

Tras la finalización del curso, cuando sea posible, se animará a los participantes a organizarse para observar una inspección BPAD junto a un inspector superior.

Módulo 7: Gestión de la cadena de frío

<p>The project, within the framework of the COVID-19 crisis and its impact on member countries, will have a regional approach to improve response in the regulatory components related to the introduction, market surveillance and control and pharmacovigilance of COVID-19 vaccines. Two lines of work were proposed in the concept note: - Promote regulatory mechanisms for the efficient incorporation of vaccines and therapeutics including the development of recommendations for the evaluation of risk management plans, risk minimization strategies, and the update and sharing of safety information on the vaccines for COVD-19. - Promote the establishment of post-authorization surveillance resources, tools, trainings, and procedures for new vaccines and new therapeutics introduced in response to COVID-19. The training will tackle specific gaps on Narional Regulatory to audit COVID 19 vaccines supply chain against WHO Good Storage and Distribution Practices and WHO Model of Quality Assurance Sytem for procurement agencies.</p>

<p><span style="font-size:12pt"><span style="font-family:Calibri,sans-serif">Pharmaceutical quality assurance is an essential part of the entire supply chain from the producers of active ingredients to health facility staff preparing prescriptions. At almost all levels in the supply chain, national and international pharmaceutical quality assurance standards are defined and applied. The National Regulatory Authorities (NRAs) are, among other issues, responsible that those standards are adopted and implemented. It is their prerogative to authorize and inspect all pharmaceutical organizations.</span></span></p>

<p><span style="font-size:12pt"><span style="font-family:Calibri,sans-serif">Not all of NRAs are familiar with the updated WHO GSDP standards and the WHO Model Quality Assurance System for Procurement Agencies (MQAS) standards. They are not always familiar with corrective action and preventive action (CAPA) plans or the way to conduct an audit or to evaluate an organization’s improvement plan. Increased audit knowledge and capacity with the national regulatory authorities would increase the number of patients that have access to quality medicines, including vaccines.</span></span></p>
